Melbourne’s Traffic 1890 – 1930”

The thesis examined the traffic revolution that occurred in the forty years after 1890 as road traffic transitioned from animal-drawn to motor-vehicles. Melbourne, Australia served as a case study.
The focus of the work examined the 500% increase in average road speeds and the consequent impact on law, policing, and public policy.
In the conflict that ensued between motorists’ desire to travel at higher road speeds and authorities’ mandate to maintain an acceptable level of public safety and public order, the analysis concluded that new policies and legislation, in fact, facilitated higher road speeds.
